This is a challenging and thought-provoking book. Penner sticks closely to his stated subject and does not stray afield. He assumes, but does not directly deal with, the truth of nonresistance. His exposition makes clear why the Christian is separate from the government. When you have finished his book, you feel you know what the New Testament says about the subject.
Archie Penner has been a teacher and minister in the Evangelical Mennonite Conference in Canada. The New Testament, the Christian, and the State is the first reprint of a book that appeared in 1959 under a slightly different title. Penner is retired and lives in Manitoba.
